Not that she has said as far as I am aware.
As I understand it, if you want to release a cover version of a song commercially you need to get the permission of the rights holder. I believe this is normally either the songwriters and/or the label or record company that released it.
Where the person wanting to record the cover is signed to the same label as the original artist, this is comparatively simple. Where it isn't, it can be either simple or very complex. Although everything is negotiable, this depends on people actually wanting to negotiate. If someone says no, it doesn't happen.
Amy isn't signed to any label at the moment, and so she would have to either do all the negotiation herself or employ someone to do it for her. Releasing your own material is simpler and more economically attractive (you don't have to pay royalties to anyone else).
